Create "Getting started" Guide #3

compile list of resources as a "getting started to webdev" guide for people looking to contribute to this page.

the consensus is that we should use a static site generator and then develop a custom theme for SASE Drexel's new website. should compile a list of resources + tutorials for individuals new to webdev and create system for document development as we go so the website does not die after this iteration of the board

Here are 2 sites with Jekyll templates right now. If you choose a template you like, click on its 'Homepage', it will redirect you to the GitHub repo with a wiki/README containing instructions on how to compile it.
