Add more information to Beckhoff specific section #9

This PR adds more information regarding DevOps for the Beckhoff TwinCAT 3 Platform.

It also adds a footnote to CLI for Beckhoff TwinCAT 3 and Siemens TIA Portal to call out that these do support DevOps type automation by means of an API.

Finally spelling and heading case is modified.
