Curator/Editor account for WebCache #396

Currently the WebCache has a lots of false autolinks. Create a flag in the 
WebCache that marks certain users as curator. When the curator user Edits the 
Links relations of the Anime (TVDB, MovieDB, Trakt, etc). Overwrite webcache 
current link data, and mark it as curated. (And Not receiving any more changes, 
from normal users)

The web cache data schema already supports this, but I have never got around to 
implementing it.

The web cache code also looks for the flag "Is Admin Approved", but nothing is 
approved yet.

Obviously make sure that users can submit changes anyway but they need to be 
approved by the aforementioned admin/editor etc

My current plan is to allow the user to select an option that submits data to 
me, whenever they modify a TvDB/Trakt/MovieDB association.
