code to compute confidence intervals of reads

Created a branch to work on confidence intervals. Added a file to link to the Issue about confidence intervals because I can use some help!

Hi Floor , good job! I added some changes to your code mainly on :

• refactoring the code by creating a python module on your function and call it on the script by importing it
• adding the possibility to the user to choose the dataset to analyze

Another thing : Now the function is given the confidence intervals per reads per insertion location , but how you would use that information for your next step?

• You would visualize that?
• You would use it as input for a different function , etc?
• What information does that tell you?

For practical reasons: To get this changes , just do a pull to your PC from this branch to your corresponding local branch and that's it. We can communicate through this pull request before merging it ..
