[Lancheng Qin] Gap 1 is an accuracy problem. We describe that existing SAV mechanisms improperly permit spoofing traffic in various scenarios. Gap 3 is an incentive problem. We emphasize that the network is still vulnerable to reflection attacks from other networks although it has deployed SAV. If a new SAV mechanism can help mitigate reflection attacks towards the deployed network, networks will be more motivated to deploy it.
