Inserted Greedy Algorithms #21

Performed the following changes

Added insertion sort to Python -> Sorting_Techniques(It was in root Sorting_Techniques folder previously and unavailable in Python -> Sorting_Techniques)
Created a new sub folder in Python named Greedy Algorithms
Added fractional knapsack to Python->Greedy Algorithms
Added activity selection to Python -> Greedy Algorithms

Requesting the author to check the repo and delete the Sorting_Techniques folder on root directory or advice on performing the same
