Calorimetric energy scale systematics

sbnana version of calo systematics (sbn doc-33416).
Shifting dE/dx requires re-calculation of chi2 scores, and there I copied the exact module that we run inside the cafmaker job (larana/ParticleIdentification/Chi2PIDAlg.cxx). The dE/dX template is directly read from larsoft_data, so I added this do the dependent product list.
The dE/dX uncertainty template rootfile (template_dEdXUncertainty.root) need a place; maybe sbndata? One can test it with /pnfs/icarus/persistent/users/jskim/NuMINumuXSec/CaloSyst/template_dEdXUncertainty.root.

A PR at https://github.com/SBNSoftware/sbndata/pull/5 was created to add the input dE/dX uncertainty template rootfile.

https://github.com/SBNSoftware/sbndata/pull/5 is now approved, so converted this into a PR. Currently having v01_05 of sbndata in ups/product_deps, but this should be updated to the next release that includes https://github.com/SBNSoftware/sbndata/pull/5.
