Implements the plan described in #sbn_cosmic_scaling

Spectra made with this seem reasonable. It's not possible to test the oscillation fit sensibly yet since we don't have any energy estimator for cosmic ray events.

@cjbackhouse How you feel about the example Edward is suggesting? Do you want to add it, add a reference or not for now and just merge this?

I pushed a demo macro. Let me know if there is a better location/name for it to make it more discoverable? And if anything could be explained better in the macro itself?
