Add `CONTRIBUTING` file as required by the Technical Charter #16

As outlined in the Technical Charter document, there is a need for a CONTRIBUTING file that points to the MAINTAINERS.md file. It should also include generate contribution files.

Great! Can you expand on, "It should also include generate contribution files."? Also, when I try to push I get an fatal: unable to access 'https://github.com/SBOMit/specification.git/': The requested URL returned error: 403. Do I have the needed permissions?

:-P No idea what I intended! Lets focus on getting a typical CONTRIBUTING.md file created. I'll strike the sentence on the issue.

Instead of pushing back to this project directly, please use a fork and PR back to the project. If we had a contributing file, this would probably would have been more obvious :-)

@tannerjones4075 here's an example from in-toto/witness. It's a bit different for this repo as a specification but, a place to start.
