ENH: Provide the custom color file for build, install #12

Added CMake rules to copy the color file into the build directory, as well as to install it into the install directory when CMAKE_INSTALL_DIR is set.

@ebremer Let me know if this change helps you to just add the -build paths to the Slicer module paths rather than requiring the source dir as well. @fedorov
