The upgrade debug cheat gives LocalPlayer the next level of every vanilla weapon/armor upgrade when given no arguments, ie just typing "upgrade" in the chat.

The debug cheats guide should be updated to include this handy shortcut. docs/New_Tutorials/03_Trigger_Editor/055_Debug_Cheats.md

Update: It appears to actually give every upgrade where the Flags: Cheat field is enabled. Further testing recommended.

This list is incomplete. It even lacks arguments. And the current table-format doesn't make it easy to expand on particular cheat, including more than description.

Maybe someone in the future will redo it and fill the gaps. For the time being this list is better anyway: https://sc2mapster.fandom.com/wiki/Debug_Commands as it includes optional and required arguments. As well as full list of cheats (most likely - something could've been added since that dump was made - it was from v4.10 IIRC).
