Fix some links in install docs #388

Update links to radical docs.

I was not able to ascertain where most of the links to radical docs should point since they seem to have changed their naming structure a bit. Perhaps it is trivial for you to update these links @eirrgang?

The machconf document went away and didn't necessarily have a clear replacement. I thought I tracked down the best options, but maybe I have some updates sitting around that never got uploaded or merged. I might have been waiting for some new targets to appear. But I can't find any pending edits, notes, or relevant conversations anywhere now.

For intersphinx links to remote documentation, the targets may have moved. There may also still be some "aspirational" links for things that never got docstrings on the RP side.

For html links, it may be difficult to find new targets, since the RP documentation was "radically" updated over the summer. You may need help from @mturilli to find an appropriate new target (or create one)
