Need a way to identify a new stem in the 2023 data #61

Since the data hasn't been finalized by the ForestGEO standard protocols yet we were thinking that it would be useful for us, or at least for the next census, to have something in the data that identifies stems that are new to the 2023 census.

(Note I am not sure who to assign for this)
