Extend anomaly detection to cover fall to spring. This would cover the final scenario of:

Spring biannual to first biweekly (which hopefully occurs 2 weeks after): verify 2 week growth of biweekly stems
Between biweekly: verify 2 week growth of biweekly stems
Final biweekly to fall: verify 2 week growth of biweekly stems AND annual growth for all stems
Fall to spring: verify growth for all stems

Look up previous fall -> spring growth (expecting shrinkage, not much growth)
