create new public GitHub repo for hydraulic traits , archive in Zenodo, give DOI

alternatively, move to SCBI-ForestGEO-data, create new release, update DOI

I have copied the data over into SCBI-ForestGEO-data and put out a new release. Data are here. DOI for the release is: 10.5281/zenodo.4070038.

Okay, this is taken care of.

@mcgregorian1, it would be good to change your code to source the traits data from this repo, rather than the private repo.
