Contacts have no photo. The user will want to add a photo to their own contact, to share.
Some users might want to add photos to other people, just for them to see. Like, @samuelmenkus here on the right has a skull as their avatar. Maybe I would prefer to see his face to remind me of who he is and I happen to have his photo. Can I add his photo? just for me to see?
