Download should tell user why it does nothing when the user clicks on it

Ahh, it is the weird way you are doing downloads.

At minimum, if there are no files selected and the user clicks Download then tell the user they must select some files first.

But, the user will probably just say "how to I select a file?" People know: checkbox means "selected".

Again, do it like Google Drive does it.
