Internal Server Error when creating a problem without first making a quiz #83

I understand that you shouldn't add a problem without first having a quiz, but it would be helpful if it doesn't throw an internal server error and instead gives the users a warning when they do so.

FIXED:

1. Disabled Save Button

2. Added notification on page load.
