Add Structural Reference Orientation (SRO) #18

For building arrays it might be helpful to describe the orientation of the structure as it is common for sensor orientation to be described relative to the structure. Request made per Lijam Hagos and Hamid Haddadi.

discussed with group - add new parameter: structure_reference_orientation (equivalent to cosmos integer 21) parameter is optional and should be located in station feature
