Python script for image comparison in regression tests #1350

Now that ViewScene is outputting its screenshot as a triple of matrices, and these are accessible from python, we can write a python script to compare the renderer output to something. I found this tutorial that uses some common packages to compare images and spit out a number:

Obviously this needs the VS output ports to work properly first. The priority needs to be raised before we start adding more features or attempting conversion to Qt6/non-OpenGL.

VS output ports are working (VS just needs to be open, but that's programmable). So this can be started.
