ViewScene new toolbar feedback #2346

[x] Popups go above the screen when ViewScene is close to the top (similar to side)
[x] Enable pinning of popups for frequent use
[x] HiDPI adjustment for each popup
[x] Hotkey for rotate-on-release global setting

@jab0707 @jessdtate To solve pop-ups going off-screen, I enabled manual moving of the toolbars. Check out this demo video

Pinning is also available in a context menu for each pop-up.

The toolbar position also is saved with the ViewScene state.
