Unable to propagate constraints (cutting plane and FFC) to shapes that are not yet loaded #2146

When applying constraints from one shape to the rest of the cohort, if there are shapes that haven't been loaded yet (e.g. > 16), then the cutting plane won't properly apply:

Propagating FFC to non-loaded shapes will give an error:

I believe this was fixed, but need to confirm.
