use netcdf find_package via pkg-config #422

Assuming they provide the same functionality, we should be using this:

instead of

https://github.com/SCOREC/core/blob/73d55d14274efa5a170e1fa66f4a80dc0bb8e560/cmake/FindNetCDF.cmake
