Save tweets related to given fires from specific trusted Twitter accounts.

[x] refactor away from using Tweepy
[ ] research which Twitter accounts to save
[ ] create a mechanism for saving those accounts
[ ] experiment with alert bot when a specified account tweets meaningful information
