[x] Data is output as valid JSON for display on scpr.org

~~[ ] Previous data is written to a valid, versioned JSON file named "fallback"~~
~~[ ] Data can be accessed at endpoint to either dynamic data or flat file~~
[x] Data at dynamic endpoint is cached appropriately
- Using database cache to get us off the ground.
