Restore PSGSuite release pipeline and enable new maintainers #388

This PR is intended to migrate the CI/CD pipeline from Azure Pipelines to GitHub Actions. We are currently adding additional maintainers to the project to restore overall project health and return to a regular release cadence, ultimately working through the backlog of issues, fixes and enhancements.

@scrthq - Having a hard time understanding why your last commit resulted in a successful build, but not working now. Lots to wrap my head around here, so it may just be a me thing.

Hey @jgeron-suhsd - I don't believe I fully resolved it, so I'm checking what exactly passed on that last run in case it's a false positive
