Parameter defaults vs. per experiment parameters #280

Parameters fall into at least three categories and could benefit from special treatment (esp. from a user guidance perspective):

  1. Lab defaults that don't need to change
  2. Experimental thrust defaults that are unique to an investigator but may not change
  3. Per experiment parameters that must change for each ER.
