Request to be able to Merge URIs #33

A user, Joshua Urrutia, has discovered what he suspects to be two duplicate URIs, e .g. strains MG1655_WT and MG1655, which started some discussion about how to merge two URIs, e.g.

a) Selecting one URI over the other b) Removing the non-selected URI from the dictionary c) Combining the internal lab ids into the selected URI's lab ids

We'll also need to go and resolve references to the merged URI, e.g. in converted lab traces in the Mongo Catalog.

Discussion with @jakebeal had the good idea to create something like a "refer/redirect" link, which might be a better approach to doing the above. Additional discussion and comments are encouraged.

I've asked @cjmyers to bump the priority of https://github.com/SynBioHub/synbiohub/issues/949, which will give us tooling for the merge and redirect in SynBioHub. Unless this is urgent, I'd like to wait on a dictionary interface until that interface is ready.
