NTR: IUCN Guidelines for protected areas #114

Create classes and instances of the information artifacts needed to axiomatise EnvO's IUCN protected area class, and its subclasses.

NB: Do these fall into any existing frameworks for guidelines etc?

I'm also not clear on what the semantic variation around "framework" is, if this can be looked into en passant, it would be helpful to many.
