What about replacing "promote" with "improve". I.e. what about the following example: "improvement of food" = "A system level outcome which specifies the objective of the planned processes undertaken by the CGIAR such that they improve the availability, access, use, and stability of or to a food supply"?
Concerning the portion of SDGIO on which we are working on this project, we avoid "promote". There are older entries that use that expression. However, being focused on our CGIAR project now, I close this issue.
Discussing the process classes, @pbuttigieg has appropriately clarified that defining a process toward an outcome as simply promoting that outcome is unsatisfactory. This is true at least in the natural interpretation of "promoting" as supporting the solution of an issue rather than actually solving that issue. This is not the only possible interpretation of "promoting". However, if we adopt that interpretation consistently, then we may need to go back and revise previously given definitions. For example, the following is the definition of the SLO "improvement of food": "A system level outcome which specifies the objective of the planned processes undertaken by the CGIAR such that they promote the availability, access, use, and stability of or to a food supply." Should we remove "promote" from this definition for consistency? Should we somewhere make our use of "promoting" explicit?
