Change "community" in PCO #182

The entry community, which comes from PCO, is unduly narrow (even for the purpose of PCO). @pbuttigieg offered to do a PR on PCO to fix that.

The new entry should allow, among other things, for meaningful definitions of poor community and vulnerable community.

I opened an issue on PCO. It is issue number 72 there.

The PCO closed the community issue. It is unclear to me what the results are and what to with that in SDGIO. @pbuttigieg: do you have a suggestion?
