Represent Goal 14.

Much of this will be in ENVO, but classes like "management process", "regulation process", and the like will need policy ontologies.

14.1 marine debris ENVO, SDGIO probably an aggregate class lumping together any solid material entity that is in a marine water body. There may be some specific definition of marine debris used here, however.
14.1 land-based activity SDGIO some sort of inferred class, any process which occurs on land. May require data on geolocation or ENVO annotations to populate.
14.2 marine and coastal ecosystems ENVO many present, more requests should be expected - is there a list of the ones that should be represented?

14.2 "health and productive" oceans SDGIO These adjectives need definitions as they are anthropocentric
14.2 ecosystem restoration SDGIO, ENVO relative to what state? Enough to restore ecosystem services?
14.3 ocean acidification (impacts of) ENVO, SDGIO the process is already in ENVO, but the impacts should be catalogued for representation
14.3 scientific cooperation SDGIO Could this be some sort of OBI planned process or is that pushing it too far?
14.4 [illegal, over-, unreported, unregulated, destructive] fishing SDGIO, ENVO, PCO includes populations of fishes, legal and policy ontologies needed here
14.4 science-based management plan SDGIO, OBI OBI's plan specification can be useful here.

14.4 maximum sustainable yield as determined by their biological characteristics GO, PCO, SDGIO "yield" requires some sort of economic ontology that should interface with ENVO and PCO when dealing with populations in ecosystems. GO can be considered if we need to talk about processes like reproduction (@rlwalls2008 with PCO, we can then talk about population growth rates). I'm not sure what other biological characteristics are meant here.
14.5 conserve "coastal and marine areas" ENVO, SDGIO, gazetteers this is a bit odd - how does one conserve an area? I suppose 'ecosystem' is meant here.
14.5 national and international law SDGIO surrender to legal ontology
14.5 "best available scientific information" SDGIO, IAO, OBI no idea on how to represent "best" without explicit criteria. IAO and OBI can help in representing scientific information
14.6 (fishery) subsidy SDGIO should be surrendered to policy and economics ontology
14.6 overcapacity SDGIO interesting, relate to capacity and find some official definition
14.6 overfishing SDGIO surrender to (agro)economy ontology
14.6 subsidies which contribute to illegal, unreported, unregulated fishing SDGIO this shows that the target or beneficiary of the subsidy (and the processes they engage in) must be made clear.
14.6 negotiation (of subsidies) SDGIO both a general term and one specific to subsidies are needed.
14.6 appropriate and effective SDGIO? is this representable? This suggests that auditing processes and the results thereof should be represented
14.7 economic benefits SDGIO present in many other goals and targets
14.7 Small Island developing States SDGIO, ENVO? indeed a type of ecosystem. Class can live in ENVO, classes in a gazetteer.

14.7 aquaculture SDGIO, ENVO we have some aquaculture-related classes in ENVO
14.7 tourism SDGIO Perhaps native to an economic ontology?

14.a "Intergovernmental Oceanographic Commission Criteria and Guidelines on the Transfer of Marine Technology" SDGIO, OBI? This is an instance and the classes like "technology transfer" would belong in some sort of policy ontology; however, at a very general level, classes like "criteria" and "guidelines" could conceivably be added to OBI's specification branch.
