Process class framework for CGIAR IDOs #201

Overall issues:

IDO 1

The "climate change" and "other shocks" can be composed on the instance level, something like "has participant some ('P/V community' and 'has disposition' some (resilience and 'realised in' some 'climate change process' ) or something

Need definition of "shock", my guess this is the system state after a process during which min 1 entity has realised hazard or disaster dispositions.

IDO A1

(here, the IDO may be referencing the actual mitgation / adaptation processes rather than the associated capacity dev processes, needs clarification)

Many of these will fit in the SDG process framework, which I'll cook up soon

I am not sure whether many of these processes fully capture the processes that one carries out to reach the IDOs. For example, part of IDO 3 is: increase incomes. The corresponding process is: planned process to increase income. What we suggest above is rather a process to develop the capacity to increase income. It is different: to develop the capacity to do A is not the same as doing A (and can happen without A happening or resulting).

Maybe these processes may be still listed under a general capacity development class. One may do so by interpreting, e.g., increasing income as the capacity. In this case, the sub-classes should not be exactly as specified in @pbuttigieg's piece of text above. For example, the process for IDO 3 should be something like process to increase incomes and not development of capacity to increase income.

This seems to get clearer if we think about the definition for the processes of IDO 3. The definition should state that an agent's income increases. It should not state that an agent's capacity to increase income is developed or that some circumstances in which the agent's income may increase are the case.
