resilience-related processes #203

In issue #201, @pbuttigieg suggests introducing the class process to increase resilience. I noticed that SDGIO already contains the class reslience strengthening process.

This second class has a definition that seems too narrow. It interprets resilience as restoring the condition before the problem, while resilience may consist in achieving a new and stronger condition different from the pre-problem condition.

Three questions: (a) Should we use this class? (b) If yes, should we change its definition? (c) If not, should we make this class obsolete and take care of resilience strengthening processes with our new class?

Complete APs here. We added a new class under capacity development. We keep both resilience strengthening classes.
