The definition of development of organization production capacity is the following: "A capacity development process during which an organisation's maximum possible output is increased."

However, it is not necessary to increase the maximum possible output to realize that process. One would successfully carry out that process even when the maximum possible output does not change, but the actual (as opposed to possible) output increases.

Not a big deal. "Possible" can be taken in a fairly restricted sense and not meaning "logically possible".
