OECD has defined this as :The system of public works in a country, state or region, including roads, utility lines and public buildings. https://stats.oecd.org/glossary/detail.asp?ID=4511

This is related to Goal 9 of the SDGs

Seems cleanest if we add this to ENVO and bring in that way, as we already have various urban structures in there already

@mark-jensen Would you be able to watch the ENVO tracker and import this class when released? We can plan a release for the weekend if that works for you.
