I pulled the following from the sources referenced above:

In one sense integration is a "feature" of a process, one which unites and incorporates various organizations or individuals in achieving a common goal: "dynamic and principled processes", "all components operating in"
In another, it is that goal (objective specification), which is part of some policy (plan specification): "formal policy aimed at", "integrated planning".
A rough first cut:
integration specification
= an objective specification of a policy which specifies that separate agencies, organizations or individuals participate together to achieve one or more shared objectives.
integration process
= a planned process which implements the goal of having separate agencies, organizations or individuals participate together to achieve one or more shared objectives.
A more formal definition for integration process
:
a planned process which implements some integration specification
I guess it would be equivalent to:
planned process
AND realizes concretizes some integration specification

UNHCR works on 'local integration' which is has defined as: Local integration as a durable solution combines three dimensions.
