Structural suggestion SDG4.5, phrase 1&2 #144

Target & Phrase: 4.5, phrases 1&2

Suggestion: Consider expanding the NEAR-limit from 5 to 15 (not between the parts of the first section, but) between the first and the last parts of the phrase

Reason: Seems too restrictive, missing out on relevant articles
