Target & Phrase: 12.3 phrases 1 and 2

Suggestion: These are almost identical - phrase 2 only adds harvest losses + capacity terms. Could harvest be added to phrase1, and phrase 2 removed for simplification?

Edit: as harvest is also included along with losses in phrase 3, phrase 2 adds no additional results over phrases 1 and 2 in the topic approach

Phrase 3: loss + crops + market can lead to some erroneous results about market losses, can we do anything about this? test. e.g. 10.1080/10106049.2023.2213203

Difficult to do anything with Phrase 3 loss + crops + markets, but markets only gives an extra 121 results and many are relevant, so not a huge problem. Phrase 2 integrated into phrase 1.
