Target & Phrase: 12.a phrases 1 and 2

Suggestion: Could the capacity phrases be streamlined, for simplicity? If the two elements in phrase 2 are merged (i.e. either develop OR ... or infrastructures OR..., rather than AND), then there are only a few terms missing in phrase 1 that would need to be added - "technical", "scientific", "R&D", "innovation", "cleantech". The only term that doesn't really work in this new structure is "energy transitions", but this should be added to the power terms anyway I think.

Reason: Simplifies - we can cut a NEAR, and use the same term list twice.
