Suggested term/change: Add UN as "synonym" for "international"

Reason:

Updated to include several regions - seems to increase recall for international policy/governance works to include extra regions, rather than just the word "international". For SDG14, some regions are not included as too noisy (america$, atlantic). africa$ is slightly noisy due to South Africa, but also finds several relevant works.

@EliSeland @lisevikh @hmbjerkan Jeg vil bare gjøre dere oppmerksom på dette her. Har funnet bedre recall med å ta med regioner i tillegg til "international" på et par SDGs nå. Kunne testes på andre, omdere har et slags "international collaboration" frase (a/b/c).
