SDG: 13 Target: n/a, possibly 13.3 Action or Topic?: Both

Feedback: The revised version of SDG13 is much narrower than the original 2019 version. It seems to be missing relevant works about mitigation - could the limitation of 13.3 to "capacity" be too strict?
