Interpretation suggestion SDG3 - Target 3.d #76

Suggestion: Should the interpretation be tightened to cover preparedness/(capacity from a health perspective?

Reason: At the moment, the string finds many results to do with the covid pandemic but not necessarily about health - e.g. financial resilience of a company. Should these be included? e.g. http://dx.doi.org/10.1080/23311975.2023.2199485 http://dx.doi.org/10.1080/23311975.2023.2195990 http://dx.doi.org/10.1080/23322039.2023.2189589 http://dx.doi.org/10.1080/23311975.2023.2191305

Our current thinking is that these should not be included and it should have a health focus, based on that the target is so closely tied to The Global Health Observatory. https://www.who.int/data/gho/data/indicators/indicator-details/GHO/-average-of-13-international-health-regulations-core-capacity-scores-spar-version

17000/28000 results (topic approach) come from "pandemic" - consider doing a separate, more limited phrase for just "pandemic"? As the other 11000 results look quite ok and health related.

We implemented a separate section for "pandemic" which was slightly more limited to health terms.
