TODO:

verify why https://github.com/yiisoft/yii2/issues/6748 did not affected phpMailer (I suppose - because of default quoted-printable MIME in SwiftMailer)
check phpMailer implementation on various encodings with previous and latest templates
verify if https://github.com/yiisoft/yii2/commit/05cc9ae405d80b43621f3992a82cbccae48a301f does not break anything or add overhead - as we already have html2text callback.
