Add a new build type 'i686', and don't try to do 64-bit builds on 32-bit i686 machines.
Similar to what we already do for ARM 32-bit vs. AARCH64 64-bit, these changes split out building on Linux 32-bit i686 systems.
The full package as a unit affects the four extpkgs, crypt, decNumber, SoftFloat, and telnet. Plus the driver in gists.
