Conditionalize the compilation of Linux stuff.
Introduce 2 message texts as added to tuntap.c.
Correct back over-done "or NetBSD" condition.

These patches are in use in pkgsrc, for release 4.3. I'm proposing them upstream so we can drop them from pkgsrc for the next release, and also to help people who want to build Hercules outside pkgsrc context.
