Be explicit about order of fragments #14

I don't think we require a specific order, but this should be stated explicitly.

ATOM doesn't require order, so in true standards style if we reference ATOM this should just be so. However, it might be nice to say this explicitly.

Yeah, I think we should say it, just for clarity.

There are two cases:

(1) All fragments represent the current state. (2) There are also historical fragments, with older states for the same resources.

In (1) the order does not matter; in (2) it does matter.

We decide that SDshare uses (1) for now. That means: order does not matter.
