Define capitalization rule for elements

Try to make it the same as whatever Atom uses already. Then apply everywhere.

Atom cleverly avoids compound names, and therefore has no capitalization. We need to come up with something ourselves.

We have:

ResourceUri and CollectionUri

we could just have:

resource collection

and say they must be a well formed, absolute URI

I think we are going to drop the collectionuri stuff so are left only with resourceuri which we can turn into 'resource'
