How do we know if the fragment feed is paged or not? #23

If there is paging markup that's fine, we know it's paged. But how do we know if it's not paged? I was thinking we'd write that if there's no paging markup that means it's complete. Unfortunately, Atom Paging has a concept of a complete feed that's indicated with a special element: http://tools.ietf.org/html/rfc5005#section-2

So, what do we do? Do we use the element, or depart from RFC 5005?

If there is a next page atom link then its paged, if nothing then assume it isnt. Thats the feed.
