Steps to reproduce:

Mount a folder in syncthing owned by a project with a locked wallet
Notice how syncthing will keep spawning new instances that remain IN_QUEUE forever

@DanThrane Is this bug only related to a locked wallet with respect to storage resources, or also with compute resources?

To my knowledge this will only affect users mounting folders from workspaces that do not have enough storage.
